UAE Ranks First Globally in Four Innovation Indicators

In the 2026 Global Innovation Index, published by the World Intellectual Property Organization (WIPO), the UAE jumped five places to rank 25th out of 139 economies worldwide. The first time the country has broken into the global top 25.

More than the overall number, though, the report shows the UAE reaching first place globally in four specific indicators; entrepreneurial policies and culture, attracting international students, funding startups and scaling companies, and new investments in R&D and advanced technologies.

UAE’s Overall Scores Across All Seven GII Pillars

Understanding where the UAE excels and where gaps remain matters as much as knowing the headline rank. Across the index’s seven main pillars, here’s exactly where the country lands:

The contrast between the 9th-place finish in institutions and the 47th place in knowledge and technology outputs is the kind of data point worth sitting with. The UAE has built world-class infrastructure and regulatory conditions for innovation; converting that into globally traded knowledge products is the next challenge the country is clearly working toward. The UAE outperformed the average of high-income economies in five of the seven pillars and surpassed the regional average across all seven.

What Does Ranking First in Startup Funding Mean?

If you’re building a company and weighing where to base it, the UAE’s first-place global ranking in startup funding access and entrepreneurial culture isn’t a soft credential; it’s a structural advantage you can use from day one.

The global ranking of the UAE in this area reflects a real ecosystem; free zone structures that take days to set up, a government actively investing in R&D, and a capital environment that the GII formally recognizes as the most accessible on the planet.

Compare that to, say, launching in a market ranked 30th in funding access, the friction isn’t just bureaucratic; it directly affects how fast you can move, how much dilution you take early, and whether the ecosystem around you accelerates or slows you down.

The four areas where the UAE ranked first globally are:

  • Entrepreneurial policies and culture: regulatory design, government support structures, and the cultural environment around building businesses

  • Attracting international students: talent density that comes from being the top destination for international students globally

  • Funding startups and scaling companies: early-stage and growth capital accessibility, ranked highest in the world

  • New investments in R&D and advanced technologies: fresh capital flowing into AI, biotech, semiconductors, and clean energy

The Economic Data Behind the Rankings

The GII rankings carry more weight when you see the actual economic output they reflect, and these numbers give a clear picture of how the UAE’s innovation ecosystem shows up in trade and technology. UAE brands listed among the top 5,000 global brands reached a combined value of approximately $101.66 billion in 2026, a 15% increase compared to 2025.

Apps developed by UAE-based companies recorded roughly 2.91 billion downloads globally in 2025, up 9.81% from 2024. For reference, 2.91 billion downloads is comparable to every person across China, the U.S., and the EU downloading a UAE-built app once. High-tech exports hit $68.05 billion in 2024, a 36.35% jump over 2023.

UAE’s Top-Eight Performance Across Six Sub-Pillars

Beyond the four first-place finishes, the UAE placed in the top eight globally across six GII sub-pillars, a consistency that reflects how much of the innovation foundation is functioning well across different dimensions. In higher education, the UAE ranked first globally, directly connected to its top position in attracting international students and the talent ecosystem that produces.

The business environment sub-pillar landed second globally, which aligns with what entrepreneurs and multinationals consistently find when they set up here; licensing is fast, legal frameworks are clear, and the cost of operating is competitive against other global business hubs.

For the remaining four sub-pillars, public infrastructure (5th), knowledge absorption (5th), ICT (7th), and credit (8th), the message is the same: the inputs required to actually run an innovative business are in place.

How the GII Measures Innovation

The Global Innovation Index is published annually by the World Intellectual Property Organization, a specialized UN agency, and it evaluates 139 economies through two broad categories, innovation inputs and outputs, broken into seven pillars.

The inputs side covers things like institutions, human capital, infrastructure, and market conditions. The outputs side measures what those inputs actually produce; knowledge outputs, technology, and creative goods.

The UAE moved to 12th globally in the Innovation Inputs Index (up from 14th in 2025) and climbed five spots in the Innovation Outputs Index as well. The GII 2026 edition specifically focused on entrepreneurs in advanced science, AI, biotech, advanced materials, semiconductors, and clean energy, which makes the UAE’s top-four finishes in entrepreneurship and R&D investment especially relevant this cycle.
